We recommend researching all of your options before enrolling. Small group plans in New York can be nonprofit, State-sponsored, HMO or for-profit entities. HealthPass is a health insurance purchasing alliance for small businesses in New York City, Westchester, Nassau, Suffolk, and Rockland counties. The goal of HealthPass is to offer small businesses many of the advantages that large employers now have in purchasing employee health benefits.

Healthy NY creates a standardized health insurance benefit that is made more affordable through State sponsorship. The small employer must meet certain eligibility criteria based on the income levels and participation rate of employees in addition to the rate of employer contribution.
